It is revealed that according to the content of public administration, the use
of the English language is an administrative activity that is carried out in the
process of providing administrative (public service) services, in the process of
administrative and executive activities. According to the vertical of public
application, it is such an administrative activity that is carried out in the process of
law-making, law-enforcement and that is related to the defense of the Motherland.
Features of the content of public administration of the public use of the English
language are revealed. It has been proven that English is the indisputable language
of international communication in the world. In Ukraine, the increase in its use is
an objective phenomenon. This is due to the need for military personnel to master
Western weapons, the Euro-Atlantic integration of Ukrainian society, and the
needs of economic development quickly and efficiently. Which in general creates
conditions for her special legal status - she has English within limits that do not
violate the use of the state language to become the language of public
communication.
The legal principles of the national language policy of Ukraine regarding
the English language received further scientific development, as a fundamental
factor in ensuring the desired for the Ukrainian nation and the state the principles
of national security, ensuring the rights, freedoms and well-being of citizens,
through the use of the English language, which should become the second public
language in Ukraine, with the primacy of Ukrainian. It has been proven that the
knowledge of the English language by most Ukrainian citizens is a matter of
national choice and national security. Since Ukraine’s accession to the EU and
NATO cannot be achieved without adequate knowledge of the English language
by servicemen of the Armed Forces of other forces, other security forces of the
defense of Ukraine, public servants, service workers, as well as most other citizens
of Ukraine. It is emphasized that in the global ranking, Ukraine remains among the
countries with the lowest level of English proficiency. What becomes a language
barrier for most Ukrainians to focus on Western values and standards.
Improving the scientific understanding of the principles of public
administration of the use of the English language in Ukraine, as the fundamental
and most stable foundations of public administration, which establish the criteria
for the close organic relationship between the Ukrainian and English languages, as
the values of state, public and international communication in legal, informational,
educational, scientific, business, etc. spaces of Ukrainian society. The
philosophical and legal foundations of the principle of using the English language
in Ukraine are summarized, as the basic principles based on which the formation
and evaluation of the value of the Ukrainian and English languages in the public
space takes place according to the criteria of good and justice, equality and
independence, the objectivity of legislation by the aspirations of citizens. It has
been proven that the fundamental principle in the sphere analyzed by us is the
principle of the rule of law, which provides the possibility of public use of the
English language beyond the limits of the permissive norms of the law. It was
established that the principle of inviolability of the harmonious connection of the
Ukrainian and English languages, as state and international communication,
complements each other, mutually penetrates each other in the Ukrainian
information space.
The content of public administration tools for the use of English as a
language of public and international communication in Ukraine is disclosed. It is
argued that this is an external expression of groups of actions of the President of
Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Education and
Science of Ukraine, educational institutions, and other administrative bodies,
which are homogeneous in their nature and legal nature. It is proposed to
introduce military English into the training programs of soldiers, sergeants,
officers, and generals for certain military specialties, with the aim of mastering
Western military equipment in the shortest possible time and at the proper level,
and for generals to establish direct interaction with colleagues from NATO.
