The study proposes a solution to the current task of substantiating theoretical foundations and developing practical recommendations for improving state policy in the field of emergency prevention.
Achieving the defined goal necessitated solving the following tasks: the socio-economic consequences of emergencies were characterized, and the socio-economic mechanism of state policy in the field of emergency prevention was analyzed. An assessment of the insurance mechanism of state policy in emergency prevention was carried out, and international experience in using public regulation mechanisms in forming state policy for emergency prevention was systematized. We substantiated the directions for forming the organizational and legal mechanism of state policy in emergency prevention and outlined strategic directions for improving the socio-economic mechanism of state policy in emergency prevention.
The object of the research is emergency prevention, and the subject of the research is state policy in the field of emergency prevention.
The methodological foundation of the work consists of general scientific research techniques and special methods based on modern scientific principles of managerial, economic, and related sciences. The research methodology was based on a systematic approach, whose methodological specificity is determined by its focus on revealing the integrity of the object and its supporting mechanisms, identifying various types of connections within a complex object, and combining them into a unified theoretical framework.
The author used several scientific methods, including:
hypothetical-deductive method for forming the dissertation research methodology, which allowed formulating the research hypothesis and constructing heuristic models of state policy in emergency prevention;
deductive proof of the proposed research hypothesis, which not only confirmed the correctness of its methodology formation and the validity of conclusions but also enabled the proposal and verification of practical recommendations for improving the studied object;
structural-functional analysis, which essence lies in identifying elements of the state policy system in emergency prevention;
comparative methods that enabled the analysis of standards and mechanisms of state policy in emergency prevention;
statistical method that revealed real and accurate facts about the state of the studied object;
prognostic method, which helped determine more distant prospects for its development;
theoretical-conceptual method that determined the research direction, embodied in the analysis of functions, structure, and parameters of the object, and enabled marking, comprehending, describing, and comparing the role of state policy in emergency prevention, clarifying their functions in each subsystem's activity, evaluating management impact results, and identifying prospects and mechanisms.
The information base of the dissertation research consisted of regulatory legal acts, works of foreign and domestic scientists, Internet resources, statistical information from the State Statistics Committee of Ukraine and other central executive authorities.
The scientific novelty of the obtained results lies in solving the scientific task regarding the development of theoretical foundations and substantiation of scientific-applied recommendations for state policy in emergency prevention.
The author first substantiated the strategic directions of state policy in emergency prevention as legal norms regulating security aspects during emergencies, contained in various fields of legislation in emergency prevention and response, and accumulated in circumstances and causes of both objective and subjective nature, as areas of state legal relations requiring independent regulation.
