Essay

The dissertation is dedicated to summarizing and developing theoretical positions, developing methodological approaches, and providing practical recommendations for the digitalization of personnel management in an enterprise. To clarify the essence of the concept of "personnel management," an analysis of the conceptual framework, literature sources, and the historical development of personnel management concepts was conducted. The importance of adapting personnel management to the conditions of the digital economy is emphasized, requiring a revision of traditional approaches and the implementation of new principles oriented towards innovation, flexibility, and adaptation to changes. A detailed analysis was conducted of both traditional and modern scientific-methodological approaches to the organizational and economic support of personnel management. The evolution of the concept of the digital economy and its impact on the transformation of management processes have been analyzed. A comprehensive analysis of the experience in implementing digital technologies in personnel management across different countries was conducted. It was found that in leading European countries the level of digitalization in personnel management is high, contributing to increased productivity, efficiency, and competitiveness of enterprises. It was found that to enhance the competitiveness of Ukrainian enterprises, it is necessary to actively implement digital technologies in personnel management. A methodology for calculating the index of digitalization of personnel management across Ukraine's regions was developed, including components such as educational potential, institutional structure of education, social inclusiveness, labor market stability and dynamics, and the application of digital technologies. Applying this methodology allowed for a comparative analysis of the level of digitalization in personnel management across different regions of Ukraine. Significant regional differences were identified: leaders are the regions, which have high educational potential and developed IT infrastructure, while the lowest indicators are observed in regions affected by military actions and with low economic development. An improved model of organizational and economic support for the digitalization of personnel management was developed, which includes three levels of digitalization: strategic, tactical, and operational. The model takes into account the projected consequences of digitalization and necessary resources: material, financial, and intellectual. A feature of the model is its focus on the strategic development of the enterprise and adaptation to conditions of martial law, contributing to increased competitiveness and resilience in the digital economy. Methodological recommendations have been developed for the implementation of digital technologies in the subsystem of personnel accounting and control using the example of energy industry enterprises. A feature of the methodological support is the creation of a system for monitoring and evaluating digitalization results, allowing for regular assessment of the effectiveness of implemented innovations and their improvement according to the enterprise's needs. An analysis of prospects for rationalizing the enterprise's organizational structure in the digital economy was conducted. Using systems analysis methods and the Ishikawa diagram, key factors affecting organizational structure efficiency were identified: personnel resistance to change, technological constraints, and external challenges like market changes and competition. A new organizational structure was proposed, emphasizing the importance of digitalization, integration of modern technologies, and strengthening the HR department's role in developing human capital. An economic analysis of three options for implementing the new structure confirmed their economic feasibility, demonstrating significant advantages in increasing productivity, reducing costs, and improving financial results. The practical value of these developments is confirmed by their implementation in the activities of enterprises, institutions, and organizations, that is LLC "Business Architecture Lab", LLC "ISTOK PAK", LLC "LIK", LLC "Lift-Market". The main theoretical and practical provisions of dissertation were used to support the educational process at the Department of Social Economy of KhNUE in teaching disciplines such as "Digital Technologies in Personnel Management", "State Regulation of the Social Sphere", "HR Management", "Conflict Management" and "Fundamentals of Self-Management and Leadership".
