The dissertation conceptualizes theoretical and methodological foundations and formulates practice-oriented recommendations for improving public administration of small and medium-sized enterprises in Ukraine.
The relevance of the chosen research topic is due to the growing need for systematic improvement of public administration mechanisms for the development of small and medium-sized enterprises in Ukraine in the context of a transformational economy and political and legal turbulence. Institutional imbalances, asymmetry of the regulatory environment, structural fragmentation of the business sector and insufficient adaptability of public administration practices to dynamic macroeconomic challenges necessitate a comprehensive study of theoretical and methodological foundations and conceptual approaches to the formation of an effective public administration system.
The first chapter of the work examines the theoretical and methodological principles of managing the development of small and medium-sized enterprises. The results of scientific research on various aspects of managing the development of small and medium-sized enterprises are summarized. Despite the existence of numerous well-founded opinions and rational arguments, as well as on the basis of already proven theories, it is substantiated that understanding the essence and role of small and medium-sized enterprises for the national economy in modern conditions requires further development and generalization. In the light of an in-depth theoretical analysis of the entrepreneurial essence, a logical and necessary stage was the refined conceptualization of the concept of small and medium-sized enterprises. This provided for a comprehensive study of scientific thought on the definition of the specified concept, specific characteristics and functional roles of small and medium-sized enterprises within the economic system. The study pays attention to revealing the essence of entrepreneurship through the characterization of its key functions.
The second chapter monitors and assesses public administration of entrepreneurship sector development. A comprehensive analysis of the state of small and medium-sized businesses in Ukraine was carried out based on both domestic sources and international ratings (indexes), which directly or indirectly take into account the dynamics of their development. The study identified issues that significantly hinder the effective functioning and sustainable development of the SME sector in Ukraine. An analytical review of the instruments for providing financial support to representatives of small and medium-sized businesses was carried out. Development trends and recent key changes affecting the conditions for lending to the entrepreneurship sector in Ukraine were systematized. The need to find additional measures to increase the capacity of Ukrainian entrepreneurs to attract and effectively use international financial assistance was identified.
