The dissertation is determined that the theoretical understanding of the study of community participation in municipal management is a gradual transition from the consideration of the community as a passive object of management by the central government, to consideration of it as a subject and a partner in the processes local level. The current state of development is marked by theories related to the ideas of sustainable development of society, social state, development of social well -being, opportunities for community members to express their own opinion and be heard.
The proposed community definition is based on two groups of components: objective, which are recorded in normative acts (territory, political autonomy, availability of budget, the possibility of conducting fiscal policy) and subjective, related to the value sphere of community members and their social activity (their social activity ( socio-cultural ties, identification of oneself as a separate community, planning of the future, taking into account its development). Actually inner fullness and values that the community gives as a member of municipal management, determines its quality and orientation
Municipal management is considered as enshrined in the law by the law by the local authorities the obligations to manage the territory, which is carried out in cooperation with the community and implements subject-subjective relations. Municipal management goes beyond the implementation of economic functions and covers all spheres of community life. Participation in the municipal administration acts as a process of involving the community in resolving issues related to its development in all spheres of life (political, economic, social, cultural) through the use of legally fixed instruments of participation, cooperation with the public sector, implementation of individual initiatives.
Improvement of the community participation system in municipal administration involves resolving the issues of elimination of contradictions between ratified by Ukraine international acts and the provisions of the current legislation, resolving the issue of participation of persons who do not have citizenship of Ukraine but live on it, use mechanisms of state redistribution cooperation and partnerships with local entrepreneurs in the areas of municipal competence.
The legal level of community participation is considered as a hierarchical structure: from establishing a general strategic value to resolving specific local issues. Accordingly, the levels of international legislation are analyzed; Constitution; laws; by -laws of central executive bodies and local regulations that reflect the specific functioning of local self -government in wartime. Need to resolve the possibility of alternative voting through modern electronic means that would simplify the voting procedure and make it more accessible to low -mobility groups; ensuring the presentation in the information space of opposite positions on the issue of the referendum; clear establishment of rules for financing local referendums and the ability to make private donations for their conduct.
Directions of activity that will allow Ukraine to improve its municipal management system, taking into account the experience of other countries, including EU member states: cross-border cooperation with communities of other countries; overcoming absenteeism, increasing the level of activity of community members and attracting foreigners; development of partnerships between the community and institutions of the state; development of mechanisms for approval of strategic documents of national, regional and local scale; development of effective tools for evaluating the activities of municipal management bodies and receiving feedback; raising citizens' awareness of decisions and events that occur at the local level; Conducting information work on intensifying the participation of residents of territorial communities in order to intensify their social potential.
Effective techniques for introducing changes in the community are a projected approach, strategic planning, participation, establishing interaction with stakeholders, methods of assessing human capital, community profile, approved community development strategies, information development, counseling, dialogue and partnership. Social change agents are established by public organizations, local initiative groups and activists whose interaction is acquired by cohesion and consolidation. The factor in slowing down the process
