The dissertation study analyzes the problem of improving public administration in the field of forensic medical examination in Ukraine in view of modern challenges and the need to increase the efficiency of examination. The main theoretical approaches to public administration are identified, which reveal its essence, key functions and principles, in particular strategic planning, policy implementation, monitoring of their implementation and adaptation to external changes. The author emphasizes that public administration in this area is a multi-level system of organization, coordination and control, which, thanks to the principles of transparency, accountability, efficiency and inclusiveness, allows orienting management decisions to meet public needs. Along with this, the study emphasizes the need to take into account the challenges of decentralization, digitalization and changes in the structure of service provision, which requires the development of new management models and the adaptation of traditional management mechanisms to the conditions of globalization. The integration of forensic medicine as an important element of the health care system, which ensures compliance with ethical and legal norms and contributes to improving the quality of medical services, is also an important direction indicated in the work. The author also explores foreign experience in the field of public management in the field of forensic medicine with an emphasis on the possibility of adapting effective models for Ukraine. The study covers the analysis of management models in various Western European countries, such as Germany, France, the Netherlands, as well as in the countries of Northern Europe and North America. In Western European countries, for example, public health management is based on health insurance systems with clear regulation of forensic medicine, and in Germany forensic medicine services are integrated through university institutes, while in France national regulation is in force. Digital technologies, which are actively used in Japan and South Korea, allow to increase the efficiency and accuracy of forensic medicine, which can be adapted in Ukraine. In addition, the creation of specialized forensic medical examination centers that would cooperate with law enforcement, as in Western European countries, can contribute to the transparency and fairness of justice. The study examined in detail the legal framework for forensic medical examination in Ukraine, in particular the main legislative acts that regulate the conduct of examinations, the rights and obligations of forensic experts, as well as the ethical norms that they must adhere to. The author emphasizes the need to implement international standards to improve the quality of forensic medical services and the compliance of Ukrainian legislation with international norms. The key organizational and structural problems of the forensic medical examination system in Ukraine are outlined, including the shortage of qualified specialists, lack of adequate funding, and weak coordination between various institutions. The author also assessed the effectiveness of the functioning of forensic medical institutions, aimed at identifying key problems, in particular, such as outdated technical equipment and a shortage of qualified personnel. The lack of innovative technologies and limited funding negatively affect the quality of examinations, which complicates justice, especially in conditions of an increasing number of criminal cases. The study proposes a model for reforming the forensic medical examination system, which includes the introduction of modern digital technologies, the creation of a single electronic database and improving the skills of employees. The author emphasizes the need to strengthen cooperation between state authorities, public organizations and international partners, which will allow for a prompt response to new challenges and improve coordination in the work of forensic medical institutions. The key role of civil society in reforming the forensic medical examination system is identified. Cooperation with organizations such as the Center for Democracy and the Rule of Law contributes to independent control over reforms and ensures public access to information. Based on the analysis, recommendations are formulated to improve the legal regulation of forensic medical examination, aimed at increasing the efficiency of expert studies. It is proposed to improve the Law of Ukraine “On Forensic Expertise”, in particular in the issue of involving private experts and updating methodologies, which will allow expanding the independence of expertise and contribute to improving the quality of legal proceedings in Ukraine.
