Conceptual model of certification for the first time is developed, the psychological and pedagogical conditions of effective influence certification of procedure on a psychological microclimate in pedagogical collective are revealed. The rule about a role of certification in stimulation of professional activity of the teachers and amplification of their creative activity is reasonable. The technology of certification of the pedagogical workers is developed, are created and the diagnostic techniques of a technique are adapted.
