Osipyan A. Creation of the welfare state economic foundations under the conditions of market transition

Objekt of research - essence, strukture, and main direktions of creation and development of the welfare state in the system of social-economic processes. Purpose of research opening of essence and main directions of creation of the welfare state economic foundations under the conditions of transforming processes, clearing of their influence on the social-economic relations in society. Methods of research arosing from abstract to concrete, system and factor analysis, mathematics statistical methods, economic modeling. Results, novelty : the essence of the category of welfare state that indicate modification of cooperation of market system and state with the goal of rising of living standard and development of social integration in an industrial society is opened, the criteria, chronological limits and essence of the stages of arosing, creation and development of the welfare state, and transition to welfare society are determined, the structure of mechanism of creation of the welfare state with account ing of goals, tasks, institutional and functional foundations, forms of realization is elaborated, showed, that the systems of social security and maintenance in the countries with developed market economies have been reforming toward the increasing of selfhelp by the way of redistribution of the state and associative relations, four main stratums of people in Ukraine are determined under the leading criteria of income, and the task of creation of the welfare state economic foundations in Ukraine is founded, the eczogen and inversion character of creation of the welfare state economic foundations, and their role in the creation of social market economy is determined, the economic category of immunization of social risk is founded and involved in the science sphere.
