The complex approach to functional restructurising of payment system is worked out. Therefore there is a proved demand for this process as well the demand for adequate to Ukrainian conditions system of conceptual basys of clearing settlements which are interconnected with the developed system of adaptation to the risk in terms of Ukraine. To solve these basic tasks we should underbine thew existenseof scientific identification of payment system risks, analysis of their sources and the indices of risk appraisal in terms of payment system.
