Subject of studies - non-government investments: principles, structure and main trends in their formation and functioning under the conditions of transition-stage economy of inversion type. Objectives: definition of basic principles of non-government investments and analysis of main problems associated with their formation and functioning in terms of the transition-stage economy of inversion type. Methods: turning of abstract notions into concrete ones; institutional approach; methods of system, factorial and comparative analysis; mathematical and economic-statistical methods. Results, novelty: The social significance of the non-government investments in the transitional-stage economy is shown. Institutional contribution to non-government investment process was established to enhance a form-producing function of institutions in the transition-stage economy. The term "passive investment" is coined. The institution of "compulsory investment" is characterized. The forms of mutual penetration of state andp rivate investors intrinsic to transition economic systems have been found and state-private property has been defined. The necessity of introducing corrections into the established privatization procedure of uncompleted construction objects is substantiated. Methodology of defining the investment climate is significantly improved. A method of step-by-step restructuring of assets is elaborated. Field of application: scientific and research work, elaboration and improvement of the state policy in the field of investments and privatization process.
