Essay

The organization structures of industrial enterprise managing, managing functions, the metods of staff planning of the industrial enterprise managing personnel, professional lewel and criteria of management efficiency evaluation are the object of the research. The development of the theoretical basics and elaboration of methodological standings, practical recomendations concerned to managing personell staff planning and management efficiency evaluation in the transient conditions to the marcet relationships are the aim of the research. Tecnico-economical analysis, expert evaluations methods, mathematical statistics, mathematical simulation, activity base costing analusis are the research methods and instrumentation. Theoretical and practical results are: improvement of methodology of economical evaluation of the enterprise managing efficiency in the transient conditions of transient economy; elaboration of methodological recommendations for the determination of managing personnel number througn the div ision of managing functions into perdurable (constant) snd changeable; necessary level substantiation of economical education of managing personnel. Innovation originalitu: Methodological basics and mhetods of managing personnel number planing through the division of managing functions into perdurable and changeable were elaborated; evaluation indications of effective activity of managing personnel in the conditions of transient economy were substantiathed; integrative criterion of evaluation was elaborated as well. Subject and degree of innovation: Recommendations for managing personnel planning, evaluation of ist activity effectiveness and determination of necessary qualification level were used on the industrial enterprises. Effectiveness increasing of enterprise functioning is the efficiency innovation. Fuel and energy complex is the incidence (branch) of usage of the research.
