Essay

The subject of research: Donetsk, miner's cities of Donetsk area, parameters of macroeconomics of development of Ukraine. The objective of research: elaboration of organization and economic and legal maintenance of processes of development of city economy in conditions of market transformations; a substantiation and development of the offers on state investment policy, its legal maintenance at restructuring a coal industry; researches and elaboration of economic and legal foundations of formation of the urban budget. Methods of research and equipment: a dialectic method of knowledge of the validity; the complex system approach; methods of the economic analysis, statistical groupings, modeling, logic generalizations. Theoretical and practical results: investigation of ways of development of local self-management, its financial and material basis; substantiation of necessity of structural reorganization of economy of miner's cities, improvement of system of formation of the local budgets; creation of org anizational and legal base of state investment activity at structural reorganization of economy of miner's cities. Novelty: the main directions of development of economy of city in conditions of market transformations, that consist in development of urban self-management, securing of financial independence of execution of powers of urban self-management, increase of investment appeal city economy are proved and determined; the concept of formation of the local budgets on the basis of the principle "distributions of powers" - own and delegated to local self-management by state authority is investigated and elaborated; the directions of activization of investment policy at the expense of own amortization deductions, state investments in basic branches, creation of a favorable organization and legal regime are determined; the organization and legal miscalculations at restructuring a coal industry of Ukraine are revealed and the approaches for their overcoming are offered. Area of application: bodies of local sel f-management; the executive bodies of authority; regional state administrations; higher educational institutions.
