Essay

Urban region is considered as a basic constituent of town-planning develop-ment. A developed typology of functional use of territories has been set up. A system of town-planning criteria has been expanded with specification of categories of effi-ciency, intensity and manageability of the housing. A landmark approach of planning appraisal according to introduction of the conflict zone concept and rating factor of functional spatial organisation of a town due to this criterion has been development. A date model of the holistic methodological apparatus of functional planning control of the town spatial arrangement has been elaborated.
