The main natural phenomenon of development of public debt in market transition are investigated. The considerable attention is paid to analysing the theoretical base of public debt researching. The main concept issues of theoretical basis of public debt in transition economy are formulated. The system macroeconomic analysis of public debt in transition economy of Ukraine are made. The public borrowing influence on Ukrainian economies sectors development are investigated. The main natural phenomenon of public debt management development in the system of macroeconomic co-ordination in transition economy are brought to light.
