The object of research is study-voice activity the students of not philological faculties of higher educational institutions in Ukraine. The purpose of research is theoretically to justify and to elaborate a technique the development of the Ukrainian speech students of not philological faculties during initial mastering by the Ukrainian language in higher educational putting. The method of testings is idealized, trial-and-error, statistical. Idealized outcomes and the novelty is updated and scientific the essence of concepts "speech speech", "national group", "initial stage", "surzhik speech" is justified; the yardsticks, parameters, levels the formation of the speech -dialogue and speech-monologue of the students the national groups are detected; the classification interfered deviations in the Ukrainian speech the students of the initial stage of mastering the language and methodical commenting to them is submitted, scientific installment technique of development the Ukrainian speech of t he students is justified; the psycologic-pedagogical conditions and tendencies concerning development of the Ukrainian speech the students of the national groups of pedagogical high schools in the south of Ukraine are determined. The practical outcomes and the novelty is designed the experimental program of a practical course on development of the Ukrainian students speech in the national groups of high schools of russian locale in the south of Ukraine, system of tasks on training listening, reading and formation speech-dialogue and speech-monologue skills. The subject and degree of an intrusion is the original positions, conclusions and outcomes of research are inserted. The efficiency of an intrusion is high. The area of usage is pedagogical, maximum putting of pedagogical formation.
