Essay

Object of research: processes of the human development, which are held in demographic, economic, cultural, political, ecological and other dimensions. Purpose of research: expansion and approval of human development conception as a result of society's evolution based on political economy's analysis and revealing of content it's parts under conditions of transitional economy with the respect to global civilization's tendencies. Method of research: methods of the system analysis, comparative and factor method, method of logical approval, economic and statistic analysis, method of hierarchy analysis. Results: existing conception of human development as a result of social evolution process defined by the level of satisfaction of material, spiritual, etc. needs gained further development; system of parameters of the integral index is grounded; it is proposed to use the index of aggregated resources per capita as a characteristic of purchasing power unlike the other approaches; methods of accounting of shado w profit's influence and incomes differentiation to the level of human development is suggested; new approach to determination of maximal and minimal values of some parameters of human development index are suggested; methodological basis for some parameter's weights determination is suggested. Novelty: conceptual view on human development from se point of the complex of needs satisfaction, allowing to ground the system of parameters of human development index and to found the methodological basis of determination of their weights in the index; choice of etalon for some parameters based on normative method of need's determination; approval for necessity of change of real GDP per capita index onto aggregated resources per capita index with a respect to shadow profits and differentiated incomes.
