The dissertation deals to basis of new organization model of ophthalmological help, which be distinguish social and economical efficacy at less expenditures. In dissertation the ophthalmological diseases were studied. The risk factors of ophthalmological diseases and degree of influence each of them on development of eye diseases were established. Most effective correlation of general medical practice and special ophthalmological help at diagnostic and treatment eyes diseases were based. The optimal cost of ophthalmological help in all levels of its organization was calculated. The contemparary normatives of organization ophthalmological help on first, secondary and third levels are defined. The cryteries quality and efficacy of ophthalmological help management are suggested.
