In the dissertation methodical and methodological principles of the most optimum ways of state regulation, forming and development of private agricultural formations in the conditions of transitional economics have been investigated. Effectiveness of agricultural industrial complex state regulation in general and its agricultural sector in particular has been analyzed. The peculiarities of land reform in the region having insufficient arable land have been highlighted. The proposals concerning support of competitiveness of private agricultural formations their investing, forming agricultural production exchange market, regulation of rent relations.
