The object - the system of economic relations within the financial and credit sphere under the conditions of transition to the market economy. Objective - a comprehensive theoretical study of the problems connected to the impact of the financial and credit system on the state of an economy in transition and development of a system of measures aimed at the streamlining of the practice of state regulations of the financial and credit sphere. Methods - systemic, functional, historical and economic and statistical analysis. The definition of the financial and credit systems has been validated, the thesis presents the proofs speaking for economic stability as the crucial factor underlying flawless functioning of an economy in transition, the ways of constructing and the structure of the mechanism providing for economic safety have been worked out, the thesis substantiates the conclusion showing a critical state economic safety of the Ukrainian financial and credit system, measures aimed at reforming the sta te practice of regulating the financial and credit system have been proposed.
