Thesis is dedicated to deployment of social and economic aspects of operation and formation of a labor market. In the work are investigated mechanism of advancing of a system of state regulation of labor market and reviewed perspective directions of personnel policy. Proposals are designed concerning an inculcation of the economical mechanism of formation of labor market, which will resolve through operation of existing and introducing in practice of new market mechanisms to work off the elastic and effective mechanism of achievement of effective seizure the population.
