Object of research: finance and credit sphere Economic system, including such constituting, as state policy of management of the finance, business banks, leasing company, enterprises as a the subjects of the finance and credit relations. The purpose of the research: development of theoretical and methodological bases and substantiation of the practical recommendations on development of the credit relations as factor of expansion of investment sphere and increase of a production efficiency in conditions of transition to the market relations with allowance of crisis situation. Methods of research: the system analysis, logic substantiations, comparative analysis, expert and mark estimations, graphic and mathematical modeling. Results, novelty: 1) is justified and is formulated vivid definition of essence of the credit relations, that cover not only movement of a loan cash fund, but also commodity form of crediting (leasing, circulation of bills); 2) Is proved, that leasing as the economic category reflect s and realize not only rent, but also credit relations (financial leas), and consequently in this case it should correspond of the specifications and rules of crediting; 3) the system of the credit substantiations is developed that includes such components as a comparative estimation of investment appeal of branches of a national economy, credit rating of the borrower, efficiency of the credit project and credit risks, sufficiency of the credit mortgage, integrated estimation of expediency and efficiency of crediting; 4) the economic and legal preconditions are determined and the recommendations for expansion of sphere of application of the investment credit and increase of an economic efficiency of the bank long-term and documentary forms of crediting in conditions of market transformations in Ukraine are determinate; 5) The offers on increase of a stimulating role of interest for the credit in development of production, in particularly with allowance for degrees of the credit risks, observance of maturities of the credit indebtedness are justified; 6) the new mechanism of preferential long-term crediting is offered, when the privileges are offers only to those subjects of managing, which have real achievement under the specially affirmed list of directions of increase of a social and economic production efficiency (production on export, introduction innovations , protection of an environment etc.). Sphere of use: finance and credit structures, regional management, special lecture in high schools on finance - credit activity.
