Dejkun M. Substantiation of the reorganization model and running of the People's health care system

The dissertation is dedicated to the questions of scientific and practical substation and creation of a new, effectively functioning model of the health care system. The discrepancy between the organizational model of the existing health care system and the need for primary (social) prevention measures are shown in the dissertation. It has been proved that practically the health care functions were put on the subsystem "medical help", which is unable to solve the whole spectrum of health care problems independently. The need for functional-structural reorganization of the existing health care system has been substantiated by division of power in two directions - health care itself and medical help. The offered new models are the system "Health Care" and the body of control - "Health Care Committee". The renaming of the "City Health Department" into "The Department of organizing Medical Help" and "Medical care prevention office" into "Medical office" to beentrusted with. New definitions of a number of notions are offered. The effectiveness of the functioning of the new system under modern social-economical conditions is shown.
