Essay

The dissertation is devoted to the decision of the actual scientific task on increase of efficiency of an estimation of abilities of medical divisions of the Armed Forces of Ukraine in the conditions of defense reform. A comprehensive study of the state of the medical support and defense planning system found no methodological approaches to assessing the capabilities of medical units of the Armed Forces of Ukraine, which necessitated scientific substantiation and development of a methodology for assessing the capabilities of medical units of the Armed Forces of Ukraine in defense reform.It was revealed that the achievement of capabilities and their successful implementation by medical units of the armed forces is influenced by a number of factors: external - the nature of hostilities, forms and methods of use of combat and medical units in them; probable level and characteristics of sanitary losses; appointment, tasks and organizational and staffing structure of the military unit and its medical units; requirements and restrictions of the regulatory framework governing medical care; staffing of the main units; the quality of training of servicemen of the main units; geographical, meteorological, sanitary and hygienic, socio-political and other environmental conditions in the area of tasks; and time constraints; and internal - staffing; coherence and training of the personnel of the medical unit; provision of weapons and military equipment; availability of stocks of material resources; the quality of the training program for the personnel of the main units of tactical medicine; methodical training of lesson leaders and provision of activities with educational material and technical base. It is proved that the modular principle of building a medical support system helps to increase the functional capabilities of medical units and military medical institutions at all levels of medical support, improve the compatibility of medical services of the Armed Forces of Ukraine and other defense forces with each other. NATO.Therefore, assessing the capabilities of medical units of the Armed Forces of Ukraine on a modular basis is an essential requirement for effective defense planning based on capabilities and achieving compatibility with multinational units of NATO and the UN. The developed, substantiated and implemented methodology of quantitative modular assessment of capabilities of medical units of the Armed Forces of Ukraine is based on discrete assessment of functional modules of the medical unit according to developed questionnaires (checklists) and training standards (individual and collective) of medical units. Input parameters correspond to the elements of capacity building: "Doctrinal base", "Organization", "Leadership", "Personnel", "Stocks", "Weapons", "Learning" and "Compatibility". Criteria are normalized to quantify the assessment of a single module. Capacity assessment is an integral set of assessments of capacity modules expressed in weighted geometric mean. The starting point for evaluation is an indicator in the range from 0 to 1, which is interpreted on the Harrington verbal-numerical scale in NATO's generally accepted assessments: Able, Limited, Unable.
