The work specifies the substance and importance of closing of the criminal case on the basis of non-rehabilitated circumstances, circumstances and rules of procedure for releasing a person from the criminal responsibility at the stage of a pre-judicial investigation; as well as the significance of procedural substantiation (proof) within the procedure of closing of the criminal case. New circumstances of release of a person from the criminal responsibility (in connection with effective repentance or reconciliation of defendant and claimant) at the stage of a pre-judicial proceeding, basis and conditions of their applications, have been analyzed.
