The object - Personnel potential in the management of the agricultural sector. Aim - recommendations development and suggestions directed on settlement of forming problem and use of management potential in the agricultural sector. Methods - questionnaire methods, interviewing, expert estimations, comparison. The results -the dissertation deals with the theoretic and practical questions of personnel management: formation, usage and administration of the system's management potential in the agricultural sector on conditions of market economy. It includes new theoretic generalizations as to the essence and role of management's personnel potential in the agricultural sector, also it gives quantitative and qualitative characteristic of management personnel, appraisal of personnel management system's organization, efficiency of the arrangements of the making up and utilization of managing personnel in the enterprising structures. It proves the necessity of management professionalism, professional managers training on MBI program, meaning of the updating of the present system of personnel retraining and uprising of its qualification, including self management. Typical structure of the big enterprise personnel is suggested here as well as a new technology and standards to its functioning, prototype of the personnel manager, and major directions of the improvement of the work with the stuff. Field of use - theoretical and practical aspects of agricultural management.
