The Dеssertation is devoted to the investigation problems of a small enterprise development in the sphere of people social service in Ukraine. The essence and functional role of people social service is defined in this work. Scientific characteristics of people social service are given here as tertiary sector of economics. The essence of a small enterprise, objective necessity of its development, organizational basis and its functions in this field is described in the work. There were shown the peculiarities and problems of a small enterprise development process in the sphere of people social service in Ukraine. The provision of directions of effective people social service is determined in the sphere of a small enterprise development in Ukraine. Especially it concerns managerial and legal support, financial and credit support and personnel training support as well. The work offers a complex of measures on improvement of state control and support system.
