Grytsay A. Antimonopoly Control over Concentration of Economic Entities at a Level of Region

Object of research: the activity of economic entities directed on a concentration of manufacture, the capital and market power under one common control. The purpose of research: generalization theoretical and development of methodical and practical proposals for increasing the efficiency of the antimonopoly control over the free competition limitations and monopolizing the regional market under conditions of concentration of economic entities. Research reception and equipment: a method of the complex system analysis of economic events and method of the logic generalization, the system-analytical approach to a problem, a historical method, receptions of the comparative analysis, methods of the statistical analysis. Theoretical results: forms and limits of influence of processes of concentration on regional economy are more deeply investigated. The advanced classification of kinds and ways of concentration of economic structures which differs from existing use of such qualifying attribute as a degree ofloss of legal rights participants of concentration is offered; as a result of the carried out research the extensive list of reasons for restrictions of merges was elaborated, it is also determined what is a substantial restriction of competition. Practical results: the technique of analysis of economic concentration is developed which allows to determine if certain agreements on merger of companies may harm the competition, as well as the criteria are offered to determine whether a concrete merger results in restriction of competition. In work indirect attributes of existence of relations of control between formally untied economic entities are determined. Results of research are introduced in Kharkov, Lugansk and Donetsk territorial offices of the Antimonopoly Committee of Ukraine. Results of dissertation work also were used by preparation of experts in a speciality " Management of the organizations " in Donetsk National University of the Ministry of Education and a Science of Ukraine. The scientific novelty of the received results consists in development of toolkit on identification of all participants of the merge connected among themselves on a basis structural or economic dependence; for the first time are systematized criteria of an estimation of consequences of a concrete kind of economic concentration, and also the sequence of their analysis is determined. For the first time the economic - legal mechanism allowing economic entities to take into account antiexclusive restrictions at planning and realization of structural transformations is developed. Research of an economic nature of concentration of economic structures is advanced and its definition as is given to an economic category. Sphere of use are the bodies of the Antimonopoly Committee of Ukraine, other bodies of the state executive authority, economic entities at planning structural transformations, higher educational institutions.
