By object of a research the process of shaping of influence of the state on conditioning of effective operation of the enterprises of small business acts. The choice of object is stipulated by increase of a role of small business in economy of Ukraine. The purpose thesis of work is the improvement of theoretical positions and development of the methodical and practical recommendations concerning improvement of operation and development of the small enterprises because of researches of the tendencies and features of development of small business in Ukraine and in other countries. A theoretical and methodological basis dissert of a research is the system of economic laws and scientific principles developed by an economic theory concerning problems of becoming of the market and the market attitudes. Novelty: The economic-organizational mechanism of state regulation of maintenance of conditions of stable development of small business for the first time is offered which consists in creation of a forced state system of improvement of professional skill both before discovery of own business, and on stretch of all period of operation of the small enterprise, which enables the young businessmen to acquire necessary knowledge's and skills to operate the enterprise; the mechanism of stable operation of the enterprises of small business is developed which is considered as a population of methods of maintenance of the interconnected operation of the state and small enterprises, which use causes reaching the purposes of their activity in conditions of instability of an external and internal medium with allowance for of factors, which influence a degree of efficiency of operation of the small enterprises. Is advanced the theoretical and methodological approaches concerning activation of state policy of assistance of development of small business with allowance for of factors, which influence it development and amplification of influence of stateregulation on socioeconomic processes of becoming of the market attitude in Ukraine. Introduction and orb of use: the practical significance of a research is, that a number it of the recommendations and conclusions are used state and regional direct by organs for development of the programs concerning further development of small business of Ukraine.
