Tkatchenko K. Governing of the Economy Development on Basing on Activization of the Budgeting and Investing Processes

Object of the study - investment and budget processes in the economy at the national, regional and local levels. Objective of the study is generalization of theoretical and methodical works concerning of the budget and investment processes in the economy of Ukraine. Methods of research include a comparative and system analysis, modeling of systems, methods of building the scenario, expert estimation, statistical and mathematical methods (econometric modeling, ABC-analysis). Theoretical and practical results consist in improvement of the theopetical and methodical basis for management of the budget and investment processes under forming market relations; in elaboration of methodical recommendations on the organizational structure of the budget and investment complex. The novelty is in the following: the methodical recommendations on defining the investment attractiveness of territories have been elaborated as well as the model of the investment and loan system in Ukraine; the organizational and methodical scheme for choosing the investment projects, the methodics for distinguishing the territories depending on their investment attractiveness, the scheme for formation of the state and territory budgets for development have been improved; such categories as "investment attractiveness", "investment climate", "investment potential of territories" and also the reform of interbudget investment relations in Ukraine have been further developed. Degree of introduction: Financial Department of the Donetsk City Council of the Donetsk region, Council on Special Economic Zones and Special Mode of the Investmen Activity in the Donetsk region. Spfere of application is the Commission on Budget Policy of the Ukrainian Supreme Rada, Finance Ministry of Ukraine, executive committees under Soviets of People's Deputies.
