Essay

Ukraine's state budget and its separate constituents with proper mechanisms of influencing on development of economics. The elaboration of theoretical and methodological bases of forming and usage of Ukraine's state budget constituents, the realization of which is directed to the rise of efficiency of the state macroeconomic policy. System research techniques, methods of the analysis and syntensis, statistical matching, factor analysis. Results, Novelty: 1) the definition of the state budget in its function as the instrument of macroeconomic policy is offered on the basis of integrating its general economic and financial definition; 2) the comparative analysis of the structures of Ukraine's state budget and countries with developed market economy is held; 3)the main directions of usage of the state budget in function of the instrument of economic policy through influencing of its profitable and expense parts and budget deficit on GDP, employment, inflation, balance of payment, aggregate demand, investments, savings and consumption are revealed; 4) the vector table that reflects the interrelations between the budget constituents and the main macroeconomic parameters is worked out; 5) the main contradictions and deficiencies of the existing approaches to embodying fiscal and stimulative functions of Ukraine's state budget are classified; 6) the main directions of improvement of Ukraine's fiscal and tax system are determined; 7) the general scheme of reorientation of Ukraine's state budget from predominantly the fiscal functions to the fiscal-stimulative ones is proposed. The sphere of usage is the legislative activity on the budget and state finance, also teaching of courses of economic theory, macroeconomics, finance, etc.
