Essay

The Dissertation is devoted to the study of theoretical and practical international legal aspects of the effectiveness of observance of humanitarian traditions and norms of the international humanitarian law codified in Conventions and Protocols. The scope of the study covered the historic evolution, formation and development of various doctrines of the international humanitarian law: the law of war (armed conflict law), traditional international humanitarian law, and the new doctrine of "humanitarian law". The paper establishes the laws of transition from the phase of accumulation of legal norms and regulations to the phase of creation of the mechanism of implementation at all levels, reveals the reasons of the "humanitarian crisis" as a consequence of unlimited armed violence in mixed-type conflicts, identifies the ways of acceleration of the implementation of the international humanitarian law norms in the national legislation and proposes a new concept of teaching the basic principles of the international humanitarian law and the concept of human rights defence.
