Gaydatov A. Shaping of Organizational Conditions of Small Business Development in the Region

Object of research: environment of small business in Donetsk area. The purpose of research: development of the methodological and methodical approaches to formation of organizational conditions of development of small business in region. Research methods: a dialectic method of knowledge of the validity, system, structural analysis and synthesis, method correlation and regression of the analysis, analysis of dynamic lines. The theoretical and practical results consist in elaboration of the conceptual approach to formation of system of regulating influences ensuring regional development in whole and the enterpreneurial activity, in particular, the strategy of regional development - regional policy - program of development "which consists of set of blocks of correlation"; improvement of the regional mechanism of creation of favorable conditions for development of small business. The practical meaning of results research is caused by that using of the offered recommendations will solve more full to use small business as the factor of realization of economic reforms in Ukraine, to raise quality and efficiency of regional policy. The basic rules of strategy of support of small business at a level of region are developed, the offers concerning development of an enterpreneurial infrastructure and formation of local favorable conditions of creation of small business in business-incubators can be used during formation of new directions of regional strategy and policy of development of small business. The methodical development and practical recommendations are transferred and are used by Donetsk regional state administration and Regional fund of support of business of Donetsk area. For the first time multifactor of model of regress, which determine influence of the regional factors on development of small business in the large and average cities, and also in small miner's cities of Donetsk area are developed. Is established, that one of the forms of complex development of an infrastructure in regions is the creation in the certain territories of special modes (tax, investment and others), which assist development of business in general and its separate directions; it is offered to local infrastructures elements of creation of conditions of assistance to development of business to carry business-incubators; the organizational mechanism of their distribution in region are developed. Sphere of use are Donetsk regional state administration, Regional fund of support of business, the bodies of local self-management, higher educational institutions.
