Essay

Object of research: process of industrial en-terprises' personnel management. Purpose of research: development of effective personnel management system at industrial enterprises in economy in transition. Methods of research: economic analysis, system approach, statistic grouping, graphical analysis, sampling observa-tion. Results: conception of effective personnel management system at enterprises was im-proved; model of work place was developed, the model allows to evaluate the correspondence of the staff to the position occupied and facilitate the process of claimants' selection to a vacant position; method of economic losses evaluation due to employee turnover was elaborated using methods of selection, evaluation, motivation and assignment of personnel. It allows finding out optimal personnel quantity at the enterprise ac-counting for the quality of staff, motives of em-ployee turnover and developing differentiated employee's assignment actions; mechanism of forms and methods of enterprise's personnel de-velopment management improvement was pro-posed. It is based on training personification and professional development, making the reserve of staff; organizational and information model of personnel management system at the industrial enterprise was improved. The improvement based on application of new information tech-nologies. Novelty: author's conception of effec-tive personnel management system at the enter-prise which is based on the notion of human po-tential as the basis of any enterprise functioning and provide assistance to increase the effective-ness of its doing in economy in transition of Ukraine; methods of selection, evaluation, moti-vation and assignment of personnel, that deter-mines optimal personnel quantity at the enter-prise accounting for the quality of staff, motives of employee turnover and developing differenti-ated employee's assignment actions; mechanism of forms and methods of enterprise's personnel development management improvement which is based on training personification andprofes-sional development, making the reserve of staff; organizational and information model of per-sonnel management system at the industrial en-terprise based on application of new information technologies.
