Smirnova L. Mechanism of flexible controlling in management system of production-economics systems

Object of research is the organization of management of production and economic systems(PES).The purpose of research is the development and realization of scientific-methodical approaches to the organization of mechanism of flexible controlling in the management of production-economics systems under the conditions of unstable economic environment, based on the system analyze, that allows to rise the efficiency of making an administrative decisions. Methods - dialectic method of knowledge, logical and empirical methods ,comparative methods, factorial and economic analyze, forecasting, economic and mathematical modeling, financial mathematics. Results: the concept of flexible controlling mechanism in PES as an information technology of management is developed; the mechanism of estimation of functioning dynamics of PES that allows to work out the PES program for short-term and long-term period is advanced; an economic and mathematical model of making decisions on determination of strategy of PES' development is developed; the subsystem of flexible controlling of management system is synthesized; structural model of analyze of an efficiency of delivery that is an element of forecasting system of economic consequences of making a decision is developed. Novelty: for the first time the concept of flexible controlling mechanism in PES based on the principles of an adaptive approach that allows to rise an efficiency of making an administrative decisions under the conditions of unstable economic environment was developed; an economic and mathematical model of making strategic decisions based on the use of the theory of choice and making decisions and that allows to create the strategy of developing PES with allowance for the changes of economics environment of their being was developed; the subsystem of flexible controlling in management of production and economic system that allows to realize the concept of flexible controlling in management of PES is synthesized. The complex approach to an estimation of dynamic of production-economic system being based on existing approaches and methodic of financial and industrial situation and can be accepted as the base for creating program of developing for short-term and long-term period was advanced. Structural model of an analyze of efficiency of delivery of PES based on the use of method of system dynamic the realization of which allows to estimate the flexibility and the efficiency of industrial and delivery activity of PES and to forecast an economics consequences of making a decision.
