The dissertation is a scientific investigation of the theory and practice of international legal cooperation of the Black Sea region countries on the background of world wide and European integrational processes of the second part of XX - beginning of XXI centuries.The new complex approach is developing in the frames of this investigation. That's the approach to consideration of the organizational-legal forms of the cooperation of the Black Sea region countries on the base of the author's classification of the international cooperation. It is investigated the role and meaning of international diplomacy in a system of international cooperation. It is defined the gist of many-sided cooperation in a frame of international organization of the Black Sea region. The author also researches the character and specific distinction of dual cooperation of the Black Sea region countries.
