Sklyaruk N. 3. Forming the strategy for small cities economy development in the context of market reforms

The object of research - the economic complex of small cities of Ukraine and Kharkov region. The purpose of the research - to develop theoretical and methodical foundations and practical recommendations for forming the strategy of development of small cities of Ukraine economy under the conditions of market reforms. The methods of the research and equipment - the fundamental principles of modern economic theory are considered to be the theoretical and methodical basis of the research as well as the works of Ukrainian and foreign scientists on problems of development of theoretical foundation for system regulation of small cities development and laws of Ukraine. The following methods are used in research: generation method, deduction method, system method and methods of statistical and economic analysis. Theoretical and practical results - the theoretical value of the research results lies in the fact it presents a complex substantiation of theoretical and methodical foundations for forming the strategyfor small cities economy development in the period of economic transformation. The practical value lies in the fact that using the main principles and methodical recommendations developed as the results of the research presented will allow to form the strategy for small cities development and to elaborate effective forms of city management. The scientific value - the organizational and economic mechanism for elaborating the strategy for small cities development is substantiated in the research for the first time; the methods for evaluation of small cities development potential are improved as well as the methods for strategic planning of social and economic development of small cities; the determination of the essence of "a small city" is improved as well as the set of the main criteria indices and factors for small cities development, the mechanism of state support of small cities economic development and organizational structure of small city management as well as its functions under the conditions of thenew economic policy realization. The degree of introduction - methodical development of the dissertation work are suggested to be introduced and used for plans of Kupyansk development as well as for the materials on the conception forming for the development of small cities of Kharkov region and in the recommendations of the Committee on the problems of construction, transport, housing and communal services and communication of the Verkhovna Rada of Ukraine to be used for the Programme of small cities of Ukraine development.
