The thesis is devoted to matters of scientific and methodical substantiation of the problems of forming and stimulating the development of tourist and recreational complex of the region. On the basis of analyzing the tourist and recreational resources, social and economic factors long-term trends of development of TRC have been grounded; recreational zoning of the territory has been made; the mechanism of state regulation of the reforming TRC has been proposed; methodical provisions on substantiation of creating the territories of priority development of tourist and recreational tendency and their functioning have been extended and economic effectiveness of creating the territories of priority development in the oblast has been defined.
