Essay

The object of the study is an aggregate of economic-organizational relations in terms of orientation, tools and the macroeconomic instruments of the State in the sphere of agricultural economy during the period of transition and market economy. The thesis attempts to provide scientific substantiation of the need, and to determine the content functions, means and instruments of the macroeconomic control of the agrarian production on the part of the State, as well as to define the conceptual optimum principles in the relationship between the market and the State. The scientific novelty of the received data lies in the fact that the author identified a set of factors determining the State's intervention in the economy. The definition of the optimum criteria was further developed in the correlation of the market self-regulation and the State regulation of the macroeconomic processes. Also, factors conditioning the State's regulation of agrarian sector were systematized. The conceptual framework of the State's macroeconomic activity to overcome the crisis in the agrarian sphere of economy and to ensure its further development was proposed. Substantiation was given to the concept of the use of sectors and means that would offset the State expenditures. The State credit policy line was enlarged. The State's regulating activities to preserve and enhance the fertility of lands were further developed. The practical importance of the gained results consists in the possibility to use these results at the level of the Ministry of Agricultural Policy and the Central Administrative Departments of Agriculture and Foodstuffs of the regional state administrations. They can contribute to the efficiency of the State agricultural policy, and can be used to assess it and to develop a long-term program of development and improvement of the farming industry and to substantiate priorities in its development.
