Alfimov S. Elaboration of flexible systems for transport service for rising effectiveness of railway freight transport

Conception for building up for flexible system for transport service (STS) on railways of Ukraine, which by differentiation of technologic-logistic parameters of transport service (complexity, tariff) and forms of external interaction ensure most effectiveness for railways is elaborated. Differentiation of STS is be realized by segments of environment of transport interaction (ETI), considering necessity of transport, interests and possibilities of agents of ETI. Criterion, what is marginal resource effectiveness and factors of effectiveness for STS: optimality of technologic-logistic parameters of transport service, level of organization of technology process of transport are grounded. Forms of external interaction of railways, which consider parameters of ETI, and formalized model for estimation of effectiveness of external interaction are constructed. Effective spheres for using of different forms of external interaction (direct; by operators of ETI; by contracts for transport service with adjustingof parameters for transport) are determined. By logistic methods method for optimization of parameters of transport service and formalized model for calculation of technologic-logistic parameters when advantage of railways in environment of transport interaction; general approaches to establishing of transport parameters under competition are elaborated.
