This thesis is devoted to the comprehensive research of theoretical and practical aspects of the order of living expenses financing for the central bodies of the executive power. A special author's attention is given to the research of the theoretical achievements of scientists from the different historical periods that deal with the relation and explanation of the "state expenses" and "budget expenses" terms. The author considers it to be worthwhile to improve the content of "budget expenses" term and to determine principles of budget expenses in the Budget Code of Ukraine and also, taking into account the structure of budget system in Ukraine to determine "financing of state budget and local budget expenses" term. The concept content and the budgetary financing order is considered in the thesis. The treasury system of state budget money transfer and statistics documentation of living expenses financing for the public management bodies is analized in detail. The theoretical and practical problems connected with the order of expenses a state financial information system at the State Treasury of Ukraine what is confirmed by the experience of many foreign countries (Australia, Brazil, Great Britain, Spain, USA, France and Japan). The author formulates the conceptual approaches as to adoption of the new legal acts, which regulate administrative and legal status of the central bodies of the executive power in the system of the executive power bodies. The suggestions for the improvement of normative-legal acts, which regulate the order of money transfer for state budget expenses execution, for mentioned above bodies are grounded.
