Object - public legal relations which arise during completion of the administrative offences in customs sphere; the purpose - the complex analysis of the legislation; materials of practice and the scientific literature on a question of administrative responsibility's essence, context and basis for the customs' offences; researching examines the elements and signs of structure of administrative customs' offences; the analysis of determination of customs' rules' system and of its lacks is made, that makes it impossible to fulfill the appropriate systematization of customs' offences; formulating the conclusions, suggestions and recommendations directed at perfecting of legislation and administrative-jurisdictional activity of customs' agencies in Ukraine; the methods - relatively-legal, logician-semantic, structured-logical, functional; novelty the complex comparative analysis of the legislation on administrative offences in customs sphere; results - materials of the dissertation can be used in scientifically research, law-creative, educational, law-enforcement spheres.
