Marunitch V. Optimized structure-functional model of the medical-social examination service in Ukraine (ground and realization)

Detailed study of the medical-social examination (MSE) foundation activities in existing network resulted in expression of their organization defects, as follows: absence of technological functioning rates of MSE service foundations of various level and profile, which are necessary for rational rate setting of time expenses on execution of separate technologies and operations; absence of quality estimation criterions and effectiveness of their activity and management in service. It had been proposed differential approach to development of various level MSE foundation network with accounting of normative and factual needs, and amount of MSEC work, and regional peculiarities. It had been developed the forms of management, structure and functioning of leading organ of local MSE service - regional Centers of MSE; the recommended types of activities and time expenses rates on their execution were worked up for the Chief-Experts (Chiefs-Doctors). The necessity had been ground and the Regulations had been worked up on functioning of the Central State Medical-Social Expert Commission as the highest organ of in Ukraine. It was done scientific ground for the methodology of complex MSE foundation work quality estimation, the model of final results of their activities and signs list for management effectiveness estimation in branch. It was worked up the structure-functional model of medical-social examination service in Ukraine under the modern conditions.
