Malyshko A. Investment Activity Stimulation on the Territories of Priority Development

Object of research: processes of investment projects' realization under conditions of special regime of investment activity on the territories of priority development (TPD) in Donetsk region. The purpose of research: development of theoretical, methodical, and practical theses and proposals directed to increase of functioning effectiveness of special regime of investment activity on the TPD through perfection of financial methods of stimulation. Methods of research: dialectical method of reality perception, analysis and synthesis, comparative and statistical analysis techniques, logical generalization, economical-mathematical modeling. The theoretical and practical results consist of development of the proposals to improve organizational-economical mechanisms of realization of financial methods of stimulation investment activity on the TPD. The practical importance of results of the research is caused by the fact those theoretical theses were brought to the level of concrete practical recommendations.They create prerequisites for further research of the problems of the special regime of economy effectiveness by means of bank capital attraction to realize financial methods of investment activity stimulation on the TPD. Results of the research may be utilized in the regional policy perfection, strategic lines of territories' development elaboration within the frameworks of special regime of economy realization, priorities' definition while working out national and regional programs of territories' development as well as for economic entities crediting on the TPD. The methodical developments and practical recommendations are used by the Council on the Matters of Special Economic Zones and Special Regime of Investment Activity in Donetsk Region and by Agency of Regional Development "Donbass". The scientific novelty of the research results received consist in development of a complex of scientific-methodical theses aimed at special regime investment activity on the TPD effectiveness increase through stimulation methods usage. The scheme of investment activity stimulation on the TPD with bank capital participation which contains the mechanism of bank interests' security in crediting into investment activity (system of regional guarantees of investment activity and collective surety) as well as technique of TPDs' investment attractiveness estimation for the bank capital were introduced for the first time. Sphere of use is the Council on the Matters of Special Economic Zones and Special Regime of Investment Activity in Donetsk Region, Agency of Regional Development "Donbass", higher educational institutions.
