Essay

The Dissertation is devoted to the studies of the NATO partnership programs with the countries - non-members of the Alliance as the mechanisms in security purpose realisation process within the Euro-Atlantic region. There are some principles, functions, general and specific features of the programs in the priorities system of the Alliance defined. The Thesis contains the author's concept concerning the role and place of the NATO partnership programs in the process of new Euro-Atlantic security system formation. Defining characteristics of the co-operation models formation are strategic potency of the region (country) for NATO and the region's (country's) openness for co-operation. The programs that are under author's analysis are NACC / EAPC, Partnership for Peace, Mediterranean dialogue. The purpose of the work is to define the influence of the NATO partnership programs on the priority system of the Alliance within the Euro-Atlantic security system evolution process. The author substantiates the process of the European security formation based on the Euro-Atlantic principles and values that are defining ones for NATO European and North-American allies. The matter is about the expansion of the geographical limits of the Euro-Atlantic region through dissemination of the norms, values, principles and mechanisms of the NATO security system by means of the Eastern European and Post-soviet countries acceptation. The main problematic aspects of the programs the are under analyses are as follows: - the efficiency of the partnership programs realisation in the context of defining the proper place of these programs in the common strategy of the Alliance; - the correlation between the basic aim of the programs and the purposes of the participating countries in the sphere of security (the real enlargement of stability while developing the programs); - asymmetrical character of the programs in Southern and Eastern direction concerning the organisational and financial aspects. The influence of the Russian factor upon the process of the NATO transformation and partnership programs realisation is fundamentally analysed as well. Russia will stay in visible future substantial and influential power centre in Europe and in the world. To this end, the influence of the Russian factor is caused by the nature of the programs directed to the attraction of Russia for co-operation and dialogue and it requires specific approaches with a view on The author gives the estimation of the legislation basis as well as the accordance of the relations among NATO and Ukraine to the national interests of the last one in the sphere of internal and external security within the NATO partnership programs. The development of the stable relations with NATO is favourable for strengthening external guarantees of Ukraine's security. In the circumstances if NATO transformation leads to the enlargement of the stability within the European continent, the joining of Ukraine to this process regarded to be rather natural. The main co-operation mechanisms in sucha transformational period for NATO are partnership programs. The special part is devoted to the participation of Ukraine in NATO peacekeeping and peace-building operations, as the way to deepen NATO-Ukraine co-operation.
