Essay

The thesis is an original effort to research relevant problem of dependence of state political structures and its information policy upon global spread of international terrorism of late XXth - beginning of XXIth century. Using as an example USA and Russia, the trend of democratic systems' shift towards authoritarianism is ascertained, that became apparent in transformation of political structures and its information policy under the pressure of international terrorism. The candidate for a degree considers the appropriate information support to be the basic element to prevent and overcome terrorism in international context. Such approach is envisaged by ascertained regularity: namely minimization of outbursts of terrorism, prevention activities become a priority, that's impossible under the conditions of informational restraint and lack of coordination in international relations. To fight effectively against terrorism, there should be consolidated of both governmental and civil society efforts, throughfunctioning of mechanisms of freedom of information right. The complex method of political analysis of assumed weakening and even dismantling of basic democratic principles owing to globalization of international terrorism was proposed. Determined political technologies of the mechanism of transformation of state information systems can be implemented for analyses of social and political situations in many countries, and particularly, in Ukraine. In the first part of the thesis, general theoretical and methodological fundamental principles of information policy are analyzed. The author performed comparative analysis of democratic and non-democratic models of state information policy indicated the place and function of information component within the political systems, examined national legislature of about 50 countries in the light of freedom of information issues. within the frameworks of cause-and-effect relationships. Lack of sole conceptual approach to evaluation of the terrorism phenomenon complicates the investigation of information dimension of USA and Russia's policy in combating terrorism. The third part of the research is dedicated to the analysis of the basic information backgrounds of the chosen states' counter-terrorism policy. To fully realize potential threats of international terrorism, we should take into consideration that it may impact on key elements of administrative, economical, financial, transport, military and other structures of any state as far as on the system of mas communication and citizens' minds. The thesis offers conceptual and methodological approaches to problem solutions. The dialectical system analysis of the chosen states' information policy systems is implemented. Schemes (models) of establishing of state information policy with appropriate parametrical features are designed, as far as recommendations for political structures of Ukraine with regard to participation in struggle against international terrorism.
