The dissertation focuses on theoretical and methodological grounds of the territorial organization of the housing and communal services of a town complex. The perspectives of its development in modern conditions are determined. The main principles of the housing and communal services formation as a regional system are established. New approaches to the evaluation of the effective organization of the marketing activity at housing communal enterprises of towns are scientifically investigated. They also deal with planning of the amount and quality of population transport services. Economic and mathematical model of the development of housing and communal services is developed. The introduction of the invest and innovational model is taken into consideration.
