Potapova N. Regional Resource-saving Management Mechanism (on the example of utility companies)

The Object of research: operational functions of utility companies as of life provision system of the region. The aim of research: development of theoretical, methodical and practical principles on formation of resource-saving management mechanisms at the utility companies of the region under new conditions of economic managing. Methods of research: abstract-logical, analytical, system analysis, average and relative values, simulation. Theoretical and practical results include development of proposals on formation of resource-saving management mechanisms at the utility companies of the region in the conditions of formation of market economy. Scientific and practical recommendations can be used to enhance efficiency of resource consumption at utility companies. The results of the research are introduced into the Programs on restructuring and developing the utility companies of the cities and regions with the perspective of the year 2010; became the basis with the aim of working out city Programs on resource-saving at utility companies; are used into the teaching process at Pryazovskyi State Technical University of the Ministry of Education and Science of Ukraine. Methodical developments and practical recommendations have been used by the State Committee of Ukraine on Utility Companies, by Donetsk Regional State Administration and by Mariupol City Executive Committee. Scientific novelty is in formulation of integrated approach to formation of the resource-saving management mechanisms at utility companies of the region in new economic conditions on the basis of evolution of competitive market of utility services. For the first time the approaches to formation of resource-saving management mechanism at utility companies as an integral element of the regional resource-saving management strategy have been put forward and duly augmented. A system of resource-saving management tools at the utility companies of the region has been proposed, which will stimulate both the supplier and the consumer of the utility services to a more economical and rational use of the resources. Use of concession relations at the utility companies of the region is recommended to attract considerable financial resources for renewing the company assets thus contributing to formation of a competitive market of utility services. Scientific and practical recommendations have been worked out on formation of local city Programs on resource-saving at utility companies, application of which will help to realize an integrated approach to the resource-saving management mechanism. Sphere of application includes the local bodies of self-government; utility companies of the city economies; higher educational institutions.
