The generalization and substantiation of the theoretical-methodological approaches to an evaluation of an economic potential of regions, and also development of the practical recommendations concerning improvement of a functional structure nation-wide is organizational - economic of the mechanism of management of development of local industrial complexes. The methodological fundamentalses concerning regulation of a potential of economic development of region are developed which include a system of principles, functions both methods of state and local regulation of regional development; are developed scientific - methodical fundamentals of complex definition(determination) of a reached level of an economic potential of region and shaping of a flexible system of state and regional regulation of economic development.
