Thesis is devoted to the solution of an actual technological problem of improvement of transport streams organization management on the basis of increase of level of coordination management technology, which including problem solutions not only analysis and synthesis of its organization, but also transport streams modeling. The format description of the coordination management process is made on the basis of the system analysis and its system model is constructed The mathematical model of changes in transport streams intensiveness during twenty four hours is created in analytic form with taking into account essential management exactness and possible components in transport streams by method of time rows research. An optimization task of time delay of vehicle on the highway with coordination management is formulated and solved An organization of transport streams coordination management is proposed and program utility for practical use in real traffic management system in cities is created
