. The object of the research is the process of state regulation on a market of excise goods. Approach to innovations in excise policy checking for important principles of excise policy is warked out. The classification of the factors that prevent from development of domestic spirits and tobbaco products market and formation on it a competitive environment is made. Methodical approach to checking of economical effects for state, branch and society are worked out. Main meashures that will assist for domestic market of spirits and tobbaco products competitive environment development are proved.
